Working Hours: 35 Hours per week (Monday to Friday, 7 hours per day, flexi time, hybrid working, home, site and office)

Contract Type: Full-Time, Permanent

Additional Payments: Casual Car User Allowance

Qualification - Must have HNC / HND or equivalent and desirableextensive demonstrable experience in Highways Maintenance.

Casual Car Documentation - The successful candidate will be a designated Casual Car User which means that car journeys may be necessary on an occasional basis but are not essential to the role. If you do drive, you must always hold a full valid driving licence and provide your own car for use at work, as well as provide all the appropriate documentation. You will receive an allowance per mile of business use.

Manchester City Council is looking for experienced Engineers with a strong background in resurfacing and/or preventative maintenance to support our highprofile Planned Maintenance Team.

With an annual programme worth £20m across 450 sites, you’ll play a key role in delivering high quality carriageway and footway improvements citywide.

The Highways Planned Maintenance Team is responsible for the design, programming and delivery of the MCC’s planned maintenance of carriageways and footways. Typically, the annual budget is circa £14m with works spread over around 450 sites. The works comprise a mixture of reconstruction, resurfacing and preventative treatments and candidates for the available posts will need extensive and detailed knowledge of the materials, site works and techniques associated with all these processes.

About the Candidate

As one of our Engineers, you’ll take ownership of:

Identifying and prioritising the annual maintenance programme

Assessing Gaist roadscape intelligence to validate proposed schemes

Designing resurfacing, reconstruction and preventative treatment schemes (micro surfacing / surface dressing / slurry seal) with cost estimates

Producing detailed delivery programmes and traffic management proposals

Working closely with contractors to ensure safe, efficient delivery

Inspecting works, issuing instructions, and signing off works and valuations

You’ll operate with minimal supervision and help keep Manchester’s highways safe, efficient and future ready.

What You Bring (Essential)

Strong experience in highways planned maintenance and/or resurfacing works

Excellent site assessment skills and understanding of risks/constraints

Ability to select appropriate treatments and prepare accurate budgets

Knowledge of traffic management planning and TTRO processes

Confidence coordinating with stakeholders including Network Management, TfGM and residents

Familiarity with public notices, permits and GMRAPS

Commercial awareness (valuations, payments, retention)

Strong commitment to health & safety and quality assurance

Clear communication, good organisation and accurate recordkeeping

Proficiency in MS Office and ability to interpret basic CAD drawings

Full UK driving licence and willingness to travel across Manchester

Desirable Skills

Experience with MCC systems (SAP, GMRAPS)

Knowledge of NEC contract environments

GIS and mobile data capture experience

Membership or progression toward CIHT/ICE

Qualifications

Must have HNC / HND and extensive demonstrable experience in Highways Maintenance.
