HSE Manager
HSE Manager needed for a Carbon Capture & Storage project based in the Netherlands. Responsibilities: Lead implementation of the project Health, Safety, Security and Environmental (HSSE) management system during the completion and commissioning phases. Ensure compliance with project HSSE requirements, applicable regulations, and industry best practices. Oversee site HSSE performance through regular audits, inspections, and incident investigations. Promote a proactive safety culture across EPC contractor and subcontractor teams. Support safe execution of commissioning activities including SIMOPS coordination and Permit-to-Work oversight. Review and approve HSSE documentation including risk assessments, method statements, and environmental management plans. Ensure appropriate emergency response planning and environmental controls are in place. Monitor contractor HSSE performance and ensure alignment with project standards. Interface with EPC contractor teams, subcontractors, and client HSSE leadership. Lead HSSE meetings, toolbox talks, and safety briefings on site. Provide coaching and guidance to ensure safe work practices during high-risk activities. Support readiness for handover to operations, including safety case requirements and environmental compliance. Requirements Significant experience in HSSE leadership roles on major energy, oil & gas, or large industrial infrastructure projects. Demonstrated experience supporting commissioning, completions, or operational readiness phases of complex facilities. Strong knowledge of HSSE management systems, risk management, and incident investigation processes. Experience working within EPC project environments and managing contractor HSSE performance. Familiarity with high-risk industrial environments such as compressor stations, gas processing facilities, refineries, or petrochemical plants is advantageous. Strong understanding of permit-to-work systems, SIMOPS management, and commissioning safety controls. Excellent leadership, communication, and stakeholder management skills. Ability to influence and promote a strong safety culture across multidisciplinary teams. Familiarity with European or Dutch HSSE regulations is beneficial but not essential
