Legal Corporate Service Lead

£69,852 per annum - Grade 11

Leeds / Hybrid Full time / Permanent - 37 hours per week

Please note that the Combined Authority will consider requests for part-time working and/or job share. We currently have a vacancy for a Corporate Service Lead to join our Legal, Governance and Compliance Service.

The in-house Legal, Governance & Compliance Service forms an important part in the process to enable the delivery of projects within a clear governance framework.

Working directly to the Assistant Director Legal, Governance & Compliance, the Corporate Service Lead is responsible for advising the Combined Authority on all corporate, regulatory and governance matters. In this role, you will act as the lead legal advisor to the Mayor and Deputy Mayor for Policing & Crime in respect of police and crime functions and will and act as the training principal for trainee solicitors.

Personally, and through the management of the Legal Governance and Regulatory team, the Corporate Service Lead will enable the organisation to operate effectively within the appropriate governance and assurance framework, providing the necessary legal oversight and guidance, working collaboratively with a ‘whole system’ approach. The team provides legal advice across all regulatory aspects including employment, insurance, debt/claims and information governance together with leading on any litigation matters.

The Role

Reporting into the Assistant Director, Legal, Governance and Compliance, your key responsibilities will include:

· Provide a comprehensive Legal Corporate Service to the Combined Authority acting as the day to day lead for this service area supporting the Strategic Leadership Team, other senior officers, the Mayor, the Deputy Mayor for Policing and Crime and Members, identifying potential areas of risk and liabilities and advising on solution focussed strategies in order to deliver the Combined Authority’s priorities in accordance with all legal requirements.

· Assist the Assistant Director of Legal, Governance & Compliance as required by attending and providing legal and governance advice at Combined Authority meetings and as necessary at other committee meetings.

· Act as the day to day lead legal advisor to the Mayor and the Deputy Mayor Policing & Crime in respect of Police and Crime functions and attend and advise as required at the Joint Independent Audit and Ethics Committee and support the Mayor and Deputy Mayor Policing and Crime in relation to external bodies e.g. NPAS.

About You

You will have the following key skills, attributes, education and experience:

· Qualified Solicitor or Barrister entitled to hold a practising certificate or full CILEX (Fellowship) with significant recent post-qualification experience, ideally in a public sector organisation.

· Substantial and extensive legal and practical knowledge and experience relating to one or more of the practice areas within the Corporate & Governance Service area.

· Substantial and extensive legal and practical knowledge and experience relating to local government law and practice.

· Demonstrable knowledge of the legislative framework of related functions.

· Experience of attending and advising formal committees and board.
