MEP Facilities Manager
Facilities Management (FM) Manager – Building Services (M&E) Location: Canary Wharf Project Type: Major Commercial Building – Financial Services Sector Position Type: Permanent Package: £65k - £70k per annum DOE Role Overview The Facilities Management (FM) Manager will oversee the handover, operation, and long-term maintenance of all Mechanical and Electrical (M&E) services within a major commercial office building in Canary Wharf. The role will manage the transition from project completion into full operational facilities management, ensuring all building systems are properly commissioned, documented, and maintained. Following handover, the FM Manager will retain ongoing responsibility for the performance, compliance, and lifecycle management of the building’s M&E infrastructure, ensuring safe, efficient, and reliable operation. Key Responsibilities Project Handover & Transition Manage the transition from construction to operational facilities management. Review commissioning documentation, O&M manuals, warranties, and asset registers. Ensure all building systems are fully tested, compliant, and ready for operational use. Coordinate with project teams and contractors to resolve outstanding issues. Implement operational procedures and maintenance strategies. Mechanical & Electrical Systems Management Oversee the operation and maintenance of building services including: HVAC and ventilation systems Electrical distribution systems Standby generators and UPS systems Building Management System (BMS) Fire detection and life safety systems Lighting and emergency lighting Water services and pumps Ensure all plant and equipment operate safely and efficiently. Long-Term Facilities Management Following project completion, the FM Manager will assume permanent responsibility for building operations, including: Management of all M&E infrastructure Asset lifecycle planning and replacement strategies Performance optimisation and service improvement Support of tenant operational requirements Planned Preventative Maintenance (PPM) Develop and manage planned preventative maintenance programmes. Ensure compliance with statutory regulations, industry standards, and manufacturer guidance. Maintain accurate maintenance records and asset registers. Compliance & Safety Ensure compliance with all relevant UK regulations including: Health & Safety at Work Act Electricity at Work Regulations Fire Safety Regulations Legionella control requirements Industry maintenance standards such as SFG20 Maintain documentation and ensure audit readiness. Contractor & Operational Management Manage specialist maintenance contractors and service providers. Monitor performance against service levels and KPIs. Review Risk Assessments and Method Statements (RAMS). Manage reactive maintenance and incident response. Identify operational improvements and energy efficiency opportunities. Financial & Reporting Manage maintenance budgets and service costs. Produce operational and performance reports. Plan long-term capital replacement for building assets. Required Experience Experience in Facilities Management or Building Services Management Strong knowledge of Mechanical and Electrical systems Experience in commercial office or critical infrastructure buildings Experience managing commissioning and project handover Familiarity with Building Management Systems (BMS) Qualifications (Preferred) HNC / HND / Degree in Building Services, Mechanical or Electrical Engineering IOSH or NEBOSH Health & Safety qualification Membership of professional bodies such as: Chartered Institution of Building Services Engineers Institute of Workplace and Facilities Management Role Objective To ensure the successful handover and long-term management of all Mechanical and Electrical services, maintaining a safe, compliant, and high-performing building environment
