An opportunity has become available for an experienced freelance Scheme Cost Manager / Quantity Surveyor to provide commercial and cost management services across a major programme of water infrastructure works in Yorkshire.
The requirement sits within the Yorkshire Storm Alliance, which brings together expertise from Yorkshire Water and its delivery partners to deliver a significant programme focused on improving Yorkshire's water environment.
The successful consultant will provide cost management and commercial support across allocated schemes/batches, with a particular focus on cost reporting, forecasting, change control and commercial assurance.
Scope of Services
The assignment is expected to include:
Collation and review of Partner and Client forecast submissions, including monthly, annual and outturn expenditure.
Analysis of the overall cost position across allocated schemes, identifying movements, change and emerging commercial issues.
Review of Partner forecasts against the latest scheme programmes.
Review of scheme-level cost allocation against the Cost Breakdown Structure (CBS).
Administration and development of the Alliance change control process.
Commercial assurance of Partner and Alliance estimates at key governance stages.
Provision of cost and commercial information to support the monthly assurance process.
Production of accurate cost analysis and reporting to support project and programme decision-making.
Experience Required
The assignment would suit an experienced Cost Manager, Cost Engineer or commercially focused Quantity Surveyor with:
At least 5 years' experience across major design, construction or infrastructure projects.
Strong cost management and commercial experience.
Experience of forecasting, cost reporting and change control.
Good understanding of major infrastructure delivery.
Experience reviewing and assessing Compensation Events.
Previous water/wastewater infrastructure and Alliance delivery experience would be particularly beneficial.
Professional accreditation through RICS or CICES would also be advantageous.
Contract Details
This is a freelance assignment at £450 per day, with Outside IR35 applicable.
The engagement will operate on a hybrid basis, with project presence in Swillington typically three days per week, alongside remote delivery where appropriate.
