Homes England is launching the National Housing Bank, a new government-backed investment platform to accelerate housing delivery across England.

The National Housing Bank is a new government-backed financial institution within Homes England. With £16bn in capital, it will unlock private investment, support regeneration and accelerate housing delivery across the UK. The Senior Manager - Product Development will be a key member of a team responsible for generating, designing and transacting financial products that use the National Housing Bank (NHB)'s £5.5bn guarantee capacity to support its housing and regeneration objectives.

The opportunity

Guarantee products will be designed address market failure within the housing sector. This is a market-facing role focused on new product design that furthers the objectives of the NHB and responds to market failure.

Responsibilities include:

* Lead the origination and development of guarantee opportunities, maximising private investment in housing and regeneration.

* Structure guarantee transactions, assess risks and liabilities and provide clear, evidence-based recommendations to senior stakeholders.

* Identify and engage partners, lead negotiations, and coordinate advisors to ensure due diligence, compliance and effective deal execution.

* Oversee governance, risk and reporting frameworks, preparing high-quality materials for internal decision-making and approvals.

* Contribute to strategy, business plans and product development, leveraging expertise in housing policy, markets and finance.

* Act as a senior team member, mentoring colleagues, enhancing tools and processes and building strong stakeholder relationships.

Candidate profile

* Support product development and guide key stakeholders with clear, credible explanations and logical reasoning.

* Negotiate terms, pricing, covenants, and information undertakings aligned with risk appetite, including debt and capital markets considerations.

* Assess and defend credit views on assets, borrowers, and structures, incorporating downside, recovery, and residential property valuation metrics (DCF, IRR, yields, cap rates, comparables).

* Manage and challenge technical, legal, ESG, and appraisal reports, reviewing agreements and guarantees to identify key risk points.

* Produce concise, well-structured credit, guarantee, and investment committee papers with clear recommendations.

* Ensure adherence to internal policies, regulatory and rating agency requirements, and assess how guarantees impact risk transfer and capital.
